Additional experience as Consultant and Engineering Manager in Refining, NGL, gas processing and Facilities projects during Pre-FEED, FEED, PMC, Commissioning, Projects and Operations. Global experience: USA, Norway, Europe, Africa, Asia, Middle East and South America. Recent history is short-term high-level consulting and trouble-shooting, commissioning, with a 20 tpd prototype LNG design and a 0.5 MTPA LNG design cold eye review as well as commissioning at Greenville LNG, Rumuji, Nigeria. Recently, design review and commissioning prospect consultant to incipient project of 10 mmscfd LNG for VTT LNG, West Nigeria. Currently, survey of peak shaving LNG plant in North America for Erection All Risk Insurance qualification.
Frank has written several articles on energy, CO2, and LNG. LNG is the world’s most practicable by far clean energy – 22% reduction of carbon impact for the same energy as diesel and also completely free of soot, sulfur and other contaminants – as well as America’s path to prosperity amid a free world. LNG is professionally and intellectually fascinating: though it is, unlike a refinery, deterministic in that we know all the components, the movement of energy and systems is complex and turbulent, chaotic. The growth of large LNG is huge. There is a practically limitless supply of gas in North America, a near unending market growth, and a rapidly developing technology — a perfect storm. Recently, there is a proposal to assume that power production that emits less than 270 gm CO2/kw-hr will be considered ‘green’; so LNG is now ‘green’, as it should be.
Frank has designed a 6 MTPA FLNG on a 280 m ship. He has the conceptual design for removal of 2% CO2 using a solid state adsorbent, greatly simplifying LNG plants, in equipment/CAPEX and robustness of design, especially important for micro-LNG.
