Our Approach
We approach the project uniquely in that we provide the Conceptual Design, with owner’s input as part of the proposal; where the information exists, we provide a Class 5 Cost Estimate and a Level 1 Schedule. Our objective is to make an overall project sensibility check as well as a technical, contract, and financing plan.
A Class 5 Cost Estimate, defined by the AACE, is for concept screening, capacity factored, ranging -20% to +40%. A Level 1 Schedule, defined by AACE International Recommended Practice no. 37R-06, is called a Project Master Schedule, covers the major project activities, milestones, and key deliverables for the whole project.
If necessary, a Project Definition Study is performed to begin the project at a nominal cost to develop any information outstanding to support a Cost Estimate and Schedule. For example, there may be two core technologies that are applicable. Developing cost and schedule implications for both may have to be done to ensure the best cost/benefit. Technologies can be discussed; some offer very different benefits or risks. Conceptual Design analysis begins with such requirements as marine, jetty, plant layout, composition implications, efficiency, availability, capacities with seasonal implications, and power.
At this point, we can discuss the details for load control, alarms & trips, ESD/EBD, flares, offshore/onshore activities, loading/unloading, warm ship handling, environmental/FERC/government approvals, liquefaction or regasification technologies, and startup/shutdown/turndown operations. The project has become well-formed and easily understood by engineers, owners and investors.
The goal is to provide overall project execution control, which includes schedule & cost tracking with oversight as well as a competent PMC team with complete commitment to the Owner.

- Liquefaction or Regasification units

- Utilities, small control rooms, and buildings
- Fiscal Metering
- LNG Transfer Lines, BOG and SVR Handling, Loading Arms
- Flare systems
We will Project Management and Control (PMC) as needed:
- LNG Storage (competitive bidding resulting in best price and execution)
- Control rooms, warehouses and shops
- Perimeter security and facilities
- Site preparation
